THE TEXAS PROPERTY TAX SYSTEM IS BROKEN!
AND IT CANNOT BE FIXED!


WE HAVE A PROBLEM:

Why? The present property tax system cannot be repaired.
Why? Because, by law, property taxes are tied to market value, and as property prices go up, property taxes go up.

Add to that the fact that the increase in property tax revenue is given to every taxing entity, school, city, college, etc. in your county; every one, whether they need the increased revenue or not!

When you complain to a school board member or a city council member they will reply, “We didn’t raise your taxes”. But, they take the increase in money and spend it, with never a thought to lowering their tax rate to offset the increase.

THE PROPOSED SOLUTION:

Change the requirement that property taxes must go up when market values of property go up.

TAX PROPERTY AT “COST”!

1. The present value of your home or other property would be frozen as of a certain date. The frozen value would be your “cost”

2. All new properties would be put on the tax rolls at its cost.

The only way the property tax could be increased would be by each individual school, city, college, county, etc.
By putting the burden of increasing property taxes on each school, city, college, county etc., instead of having the increase determined by an appraisal district, the VOTE of the tax-payer would once again come into play. Our vote has no effect at all with the present system.

The present property tax system is insulated from your vote. You are living with a tax system that is truly taxation without representation.

Objection: “You are cutting our tax revenue”.
Answer: Not so! NO present revenue will be cut. What would be cut are the outrageous increases that have readily been accepted by schools, cities, colleges, etc.

Objection: “I don’t want to disclose my purchase price”.
Answer: Disclosure matters under the present system; but under the “cost” based system, disclosure will no longer affect property taxes.

Objection: Taxing property at “cost” would hurt property values.
Answer: Nonsense. Who buys property because of property taxes? In fact, high property taxes deter buying much more than low property taxes.

Objection: Taxing property at “cost” would tend to decrease market values.
Answer: Nonsense. Lower property tax increases would stimulate, not decrease the desire and ability to buy, thereby increasing market values.

WHAT CAN YOU DO?

As a property owner, you can readily see the benefit to YOU. If you want to see the “cost” based property tax system become a reality, lend your support by adding your name to our growing army, and by a one-time contribution to help us; $20.00 for a family; $100.00 (or more) for a business/industry/multi-family/ranch/resort.



Governor Rick Perry, in answer to many complaints, formed a Task Force, headed by Dallas attorney, Tom Pauken.

Some of the complaints Governor Perry received:

-People are being forced from their homes because of the unreasonable increase in property taxes.

-Property taxes on homes have doubled in the last seven years, and even more of owners of property other than single-family homes; the increases are FAR above the rate of inflation.

-The automatic annual increases in property tax revenue do not promote fiscal responsibility; in fact, they contribute to wasteful spending.

The report issued by the Task Force offered no solution to the problem - zero, zip, nada!
